Sex Offender Search and Lookup:
A sex offender is an individual who has been convicted a sexually motivated crime such as rape, sex trafficking, and child molestation. Federal law requires all sex offenders to be registered in the state and national sex offender registries to help the government monitor and keep track of them for the sake of public safety. The Kentucky sex offender registry can be viewed here. Anyone can use the database to locate sex offenders residing in the state of Kentucky. It is important to take note that not all sex offenders follow the registration law. As such, you may encounter outdated information such as the last known address of a sex offender. In some cases, you may get results showing incomplete addresses like an address listing just the block where an offender is located.
Bail and Bondsman
The court permits the temporary release of an accused person from custody or jail while awaiting trial as long as the accused gives assurance that he/she will be present during his court dates. The assurance can come in the form of a signed bond or, in some cases, it may include the pledging of money or property to the court. This process is called bail. If an accused fails to keep his word, he will be labeled a fugitive. Depending on the type of bail assigned to his case, he may lose any money or property he has pledged to the court.
For those individuals who are short on funds and unable to post bail, they can secure a bondsman to post bail for them. Upon payment of a non-refundable fee that is usually 10% of the bail amount, the bondsman will stand before the court and guarantee that payment of the entire bail amount will be done through him if the defendant does not show up as promised.
In Kentucky, it is illegal to run a commercial bail bonds business. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). A bail jumper who has fled to Kentucky cannot be arrested by a bondsman from out of state without a warrant. Ky. Rev. Stat. § 440.270.
