All sex offenders are ordered by the law to give their information to the local law enforcement that has jurisdiction over their place of residence. Bail and Bondsman

Bail is when an inmate awaiting trial is allowed to stay out of jail with the condition that he will present himself before the court whenever it is required. For certain crimes, bail may also mean the money or property that is pledged to the court to serve as a guarantee that the defendant will appear whenever he is called by the court such as during his trial. If he doesn’t, then the money or property will be forfeited.

If a defendant is unable to post bail because cannot raise enough money, a bondsman can serve as his surety for a fee. This means that if you hire a bondsman, who charges around 10% of the bail amount, then he will be the one held responsible by the court to pay the entire bail amount if you do not appear before the court as promised. The fee is non-refundable.

Practicing commercial bail bonding is prohibited in Kentucky. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). Fugitives who have fled to Kentucky cannot be arrested by bondsmen from out of state without a warrant. Ky. Rev. Stat. § 440.270.
