The 2010 census recorded the total population of the county is 20,007 and the county seat is Quincy. The county was founded in 1854 and the total area is 2,613 square miles. The only incorporated city is Portela. The largest community in the county is East Quincy.  The county gets its name from the Spanish words for the Feather River (Río de las Plumas), which flows through the county.
